The six lake Dutch Joe Ranch lake system creates a "Fishing Paradise!" Each lake has its own personality and purpose. We use the term "Lakes" as a convenient term to describe what are technically Water Retention Reservoirs. While the sale of our fish through Fish Harvesting is the focus of this website component, the lakes actually have numerous other important benefits supporting the primary Fish Harvesting objectives such as:
Creating a valuable strategic water reserve for the Ranch's Cattle, Horses, Farming and Hydroponics Objectives.
Creating a suitable Aquatic Environment for the Ranch's Aquaculture (raising fish) program, and making an attractive setting to encourage the successful marketing of one of the important Ranch agricultural products thru an aggressive fish harvesting program.
Creating a strategic reserve of readily available water for use for fire protection, both for the Ranch, and for use by the U.S. Forest Service in the nearby forest area.
Creating a source to yield mineral components during the lake construction phase. Topsoil, gravel, rocks and clay are recovered and used on the Ranch for its topsoil value, and to build its roads and other structures. Technically, the excavation of the lakes are a "mining" operation.
Creating a suitable aquatic environment for use by migratory birds, predator aviary species such as Bald Eagles, Ospreys, Hawks and Blue Herons, and even scavenger birds such as buzzards. Bird watching can also occur.
Creating an environment to support certain activities such as boating, canoeing and kayaking and swimming, where those activities are part of, or contributory to, the Fish Harvesting or other aquaculture objectives.
In total, all six current Water Retention Reservoirs hold approximately 112,000,000 gallons of water.
Except for Tower Lake, the lakes are filled from rain and snow run-off that comes from within the Ranch. The Ranch's deep water wells make up any shortages.
The Ranch is blessed with a large underground aquifer of good quality water. The only problem is that it is deep. All 3 water wells on the Ranch are drilled to a depth of approximately 1,200 feet with a static water level at approximately 900 feet. Currently pumping water from wells this deep requires quite a bit of expensive diesel fuel. The Ranch is working on developing some practical alternative energy methods to reduce this cost, such as steam, hydrogen gas (wood gas) or wood alcohol, all using renewable waste wood as the feed stock.
The Ranch's 6 Beautiful Lakes create a differentiation that can satisfy many types of fish harvesting styles from the novice to the professional fly fisherman, from children to the older generations. With the Ranch's extremely heavy fish stocking policy a fisherman has to work hard to not catch fish!
The Ranch is not a "recreation" or "sport" type facility. The Ranch is in the business (Aquaculture) of growing and marketing its fish products through the use of Ranch Fish Harvesting Permits. You must keep and pay for the fish you catch. The Ranch Fishing Policy is "Catch-and-Keep"! There is no limit to the quantity of fish you can catch.
The Ranch is developing two of its lakes to feature "Trophy-Size Trout" and "Trophy-Size Bass" fishing, plus a lake dedicated for youth fishing where success is guaranteed. The youth fishing is sometimes called "Put and Take" fishing. We put in the fish - - the kids take them out, and the kids are taught how to clean and cook the fish. We don't encourage fishing for the "Trophy" purpose only. While a fish may be a Trophy-size it is being offered for sale by the Ranch for its size as a food source for the fisherman.
Three to six more lakes are reserved for future expansion of the DJR fishing program. See map no. 4 in "Area and Ranch Maps."

The Dutch Joe Ranch is not offering a "recreational" or "sport" type activity. The recreational or sport aspect of the Fishing is a personal thing with each individual fisherman. It is to be emphasized that the marketing and selling of the fish is the key objective of the Ranch Fish Harvesting Program.
The prices listed in the Ranch website are specifically only to be applicable to the purchase price for the prepaid Minimum Fish Per Day. (See item 11 of Schedule A.) General Fish Harvesting
The Dutch Joe Ranch ("Ranch") is an operating "Cattle Ranch" and "Aquaculture Facility" that markets its fish products thru numerous sales programs, including selling its fish through the Ranch Fish Harvesting Permit Program. Why does the Ranch use the additional word "Harvest or Harvesting" when referring to fishing? It's because the primary purpose of the Ranch's Fish Harvesting Program is to market and sell large quantities of its Agricultural fish product thru its Aquaculture (Fish Harvesting) programs, as opposed to the creation of a "Recreation" type event, in which the fisherman has a catch limit or is required or encouraged to turn the fish loose after being caught. Since the object of the Ranch's Fish Harvesting Program is to sell fish, the Ranch does not allow "catch-and-release" or the use of "barbless hooks", which is commonly done by most Recreation type fisherman or Recreation oriented facilities.
You must keep and pay for the fish you catch. The Ranch fishing policy is "Catch and Keep"! There is no limit to the amount of fish you may harvest.
All fishing at the Ranch is done with Ranch Fish Harvesting Permits. Since the Fish Harvesting is done on private property, it is not necessary to have any other governmental fishing permits or licenses.
Each Ranch Fish Harvesting Permit will be designated as General Trout, Youth Trout, Trophy-Size Trout, General Bass, Trophy-Size Bass, Youth Put & Take or Custom Fish Harvesting. Please click menu bar for "Fish Harvesting Permits" for more information.
A Daily Fish Score Card will be issued to each Permit Holder. The Permit Holder is required to fill out the Score Card and return it to the Dutch Joe Ranch office at the end of each day. The information on this Score Card is used to determine the fisherman's total catch of specie, size and quantity to determine charges for fish, -- and, most importantly, to allow the Ranch to manage its fish inventory.
Filling in the Score Card is to be done on the "Honor System," but please be reminded that those large birds flying over the Ranch are equipped with GPS and High-resolution cameras.
The Ranch "Catch Policy" is: If the fish escapes or manages to shake off the hook - - then the fish belongs to the Ranch. If the fisherman brings the fish to within a net, or lifts the fish out of the water, - - then the fish is to be kept by the fisherman and the fisherman is required to record its species, length (estimated or actual) on the Daily Fish Score Card and, unless the fish is included in the Minimum Fish paid for in the Standard Price, then the fish is to be paid for.

The Ranch is a "Private" Fish Harvesting Facility, and is only open to Fish Harvesting Permit Holders and others engaged in Agricultural or other "exempt" Ranch activities. Each person, except for children 8 years and younger or otherwise exempted, entering the Ranch premises to engage in Ranch Fish Harvesting activities, must have in their possession a current and valid Ranch Fish Harvesting Permit issued in their name.
All people entering the Ranch, for any reason, must be registered regardless of age, with the Ranch, and will be required to execute a "General Release of Liability" (GROL) form prior to entering the Ranch or conducting any activity on the Ranch. Minors must have the form executed by their parent(s) or legal guardian. Click the menu bar for "Security and Ranch Rules" and scroll to General Release of Liability (GROL) Form.
Anyone using the Ranch facilities for Fish Harvesting that does not have a valid and complete Fish Harvesting Permit issued in their name, or has not executed a valid and complete General Release of Liability Form, will be considered to be "Trespassing" on the Ranch.
As stated above, the Ranch encourages the fisherman to keep and report the fish they catch. The fresh fish caught at the Ranch are obviously much fresher than those purchased at a local grocery store or fish market. The Ranch endeavors to not introduce any growth hormones or other materials that may cause the fish to contain or be exposed to any materials that are harmful for human food consumption. In fact, the Ranch plans to become certified as an "organic" producer of fresh fish.
To encourage the Ranch Participants to use the fish they catch to the best freshness and best eating advantage, the Ranch provides a few recipes and advice on cooking, transporting and preservation for later use. Pursuant to A.R.S. 3-2901 through 2913 the Ranch, through its owner REB Properties, LLC has applied for and received its license for an Aquaculture Fee Fishing License from the Arizona Department of Agriculture, License no. AQ1461. All six lakes on the Dutch Joe Ranch were specifically listed in the approved application.

General Fish Harvesting Permits
The Dutch Joe Ranch ("Ranch") Fish Harvesting Permits ("Permit(s)")can be purchased on the internet at www.dutchjoeranch.com, or by Phone (480-767-3403) or Fax (480-921-4147), or in Person at our General Office (at 10575 North 114th Street, #107, Scottsdale, AZ 85259), and, during the Fish Harvesting Season, at the Dutch Joe Ranch Office (Click menu bar for "Area and Ranch Maps" for directions), or thru certain authorized dealers.
All Participants of the Dutch Joe Ranch, unless specifically exempted, must be actively engaged in Fish Harvesting and possess and display a current and valid Fish Harvesting Permit, and/or be actively engaged in other Exempt or Agricultural Activities.
It must be emphasized that the Ranch, with the exception of its existing activities in its other Agricultural and "Exempt" objectives, is primarily in the business of "marketing" and "selling" the fish that it grows. The Ranch is not in the recreation, or any other kind of business for the general public, except the direct activities and other Exempt or "incidental" activities to market and sell its Agricultural (Aquaculture) products through numerous Ranch Fish Harvesting programs.

The procedure for the purchase of a Fish Harvesting Permit is very similar to that used for the purchase airline tickets. For airlines: a ticket is purchased and paid for, by credit card or other means, on-line or by phone, a confirmation number is issued and a confirmation receipt, using a series of numbers or letters, is issued. The confirmation receipt with the assigned confirmation numbers is used to then secure a boarding pass at the airport. Some airlines even issue the boarding pass over the website.
The Fish Harvesting Permits may be purchased originally with the name of the Permit Holder(s) left blank in order to hold a guaranteed price or reserve for a quantity of Fish Harvesting Participants. Alternatively, the name and confirmed Fish Harvesting date(s) may be listed on the first confirmation receipt and the Fish Harvesting Permit will be issued at that time. (Click menu bar for "Pricing and How To Purchase".) Any person holding the blank confirmation receipt, which has listed on it an assigned identification number, can email, fax, call or appear in person and make a reservation for Fish Harvesting day(s). At that time a name will be listed on the Fish Harvesting Permit, and the Fish Harvesting date(s) will be assigned and the Fish Harvesting Permit will be issued. The Fish Harvesting Permit will be e-mailed, faxed or mailed to the address indicated by the purchaser, or arrangements can be made for the intended Permit Holder to pick up the Fish Harvesting Permit at the company office or at the Ranch. Each Fish Harvesting Permit shall have, in addition to the Permit Holder's name, an address listed on it to further identify the person to be using the Fish Harvesting Permit. Participants that come to the Ranch as a group will be issued individual Fish Harvesting Permits, and the group name must be additionally prominently listed on each Permit of the group. For ease of reaching the Permit Holder while at the Ranch it is requested that the Permit Holder's cell phone number be listed on the Permit, as well as a parent or guardian, plus an additional emergency number.
Prior to any Fish Harvesting occurring, the name of the Permit Holder(s) must be declared and the day(s) of the Fish Harvesting period(s) must be listed on the Fish Harvesting Permit. Any person(s) Harvesting Fish, upon request by Ranch personnel, may be required to provide identification to match the name listed on the Fish Harvesting Permit. The Fish Harvesting Permit is exclusive to the person using the Fish Harvesting Permit, and is not to be used by others. Fish Harvesting may occur on the day(s) listed on the Fish Harvesting Permit only. The Fisherman's name on the Fish Harvesting Permit may be changed upon written or confirmed request of the original Permit Holder, providing the request is made at least 24-hours prior to the requested Fish Harvesting day(s). Additional Fish Harvesting days may be added to the original Fish Harvesting Permit by request by email, fax, phone, mail or at the Ranch, subject , of course, to availability at the time.
The Fish Harvesting Permit will be printed as a part of the 8½" x 11" copy paper "confirmation receipt" with instructions showing how to separate the Fish Harvesting Permit by folding or cutting along the dotted lines. The Fish Harvesting Permit, since it can be printed, e-mailed, faxed of otherwise sent to the recipient, using a light-weight copy paper, is not durable enough to survive being used while Harvesting Fish. To alleviate this vulnerable situation the Ranch will provide a see-through water-resistant plastic holder to place the Permit in. The Permit Holder will be equipped with either a clip or lanyard so the Permit can be prominently displayed at all times while Harvesting Fish at the Ranch. The plastic permit holder will either be mailed to the Permit Holder, or may be provided to the Permit Holder upon arrival at the Ranch.
A group of numbers and letters in combination hereafter called "Fish Harvesting Permit I.D. Number" or "ID", will be assigned at the first stage of contact with an applicant, and that I.D. Number will be recorded in a master computer file system. That I.D. number will be used to track the transaction from original purchase; thru the confirmation process; then issuance of the Fish Harvesting Permit itself; and then to the final settlement transaction to pay for any extra charges. The I.D. Number will also be used for identification and verification purposes during all Fish Harvesting activities. In case the Permit Holder wishes to communicate with the Ranch, in addition to the Permit Holder's name, the I.D. numbers will allow the Permit file to be easily accessed by the Ranch personnel.
A cash deposit or credit card approval may be required for each Fish Harvesting Permit in an amount estimated to secure and pay for additional fish caught or other applicable charges. In lieu of cash prepayment, or credit card number on file, a Permit Holder or Fish Harvesting group may request a line of approved credit. This line of credit will be subject to the Ranch policy in effect at that time. The I.D. Number will be used to reference and document all Ranch Transactions.
A settlement will occur daily for any Day Camping Charges. For more than one day the charges are to be estimated and paid for in advance, and any charges in excess of the amounts estimated are to be settled up and paid for each day unless a pre-approved credit card was executed and/or advance credit arrangements were made. In the event any charges were not paid for, or arranged for by prior credit approval, then the Ranch will bill the Permit Holder and payment will be due on receipt of the Ranch Billing.
Anyone that is specifically Exempted, and children under the age of 8 years accompanied by an adult, shall be required to have in their possession and display an "Exempted" Fish Harvesting Permit with the name and contact phone number(s) of the responsible adult. For children under 8 years the permit is to be carried within a Permit Holder, hung with a lanyard around the child's neck, will serve as a convenient identification method in the event the child becomes lost.
The Dutch Joe Ranch Fish Harvesting Season, subject to weather events, is generally April 15th thru Nov. 15th. The opening and closing period will be announced and published on the Ranch website each season.

If the Permit Holder is a minor and does not have a cell phone, then the cell phone number should be the responsible parent's or guardian's.

FISH HARVESTING CLINICS
The Dutch Joe Ranch ("Ranch") is organizing clinics to teach adults and youths the fundamentals of Fish Harvesting. To become a successful fisherman it is important to know something about fish themselves, their biology, species and habits. To be able to fish successfully it is importance to know how to use and maintain your Fish Harvesting equipment. After you understand the fish and your fishing equipment then you have to start fishing at a basic level, then progress to advanced stages, and then you may wish to master the techniques of fly Fish Harvesting.
We have noticed in many Arizona lakes and streams that many children and adults become frustrated with their equipment and become bored when day-after-day the fish don't bite. This results in a bad experience that leads to a loss of interest in fishing in general. To compensate for this the Dutch Joe Ranch has created 6 lakes that are very heavily stocked with fish, which quantity of fish will result in an early Fish Harvesting success. By providing classes in the basics: adults and particularly youth, will come to appreciate the deep satisfaction of the Fish Harvesting experience that will hopefully then result in a lifetime of healthy physical Fish Harvesting activity. Family Fish Harvesting activity and the attendant Camping will help to create an environment to enhance family togetherness, and further the bonding and understanding between adults and their children, and to further and deepen the relationship between friends.
The heavy fish stocking policy of the Dutch Joe Ranch, together with its 6 lakes to practice upon, and a group of experienced and motivated training class teachers, can provide the environment to create a healthy teaching/learning, hands-on individual or family Fish Harvesting experience. As an "Off-Site" activity there are plans to organize a group that will develop Fish Harvesting activities at the Dutch Joe Ranch, but also organize numerous supervised fishing and boating trips to other area lakes, including nearby Chevlon Lake, Bear Canyon Lake, Woods Canyon Lake, Black Canyon Lake and Roosevelt Lake to name a few. To staff these activities the Ranch plans to entice experienced retired ex-Game & Fish personnel and/or retired experienced fisherman to help out.
The Dutch Joe Ranch is organizing clinics where Gift Recipients and other Fish Harvesting Permit Holders are encouraged to purchase tickets and sign up for Fish Harvesting Clinics where correct handling of fishing equipment and beginner and advanced fly Fish Harvesting and other subjects will be taught. These classes are now being organized to occur in the summer 2011 in the Phoenix metropolitan area, and or other convenient locations to be announced. During the Fishing Season these classes will be offered at the Dutch Joe Ranch and also at other locations to be announced.
Fishing clinics are being considered to train Ranch personnel and Ranch visitors in the safe competent, humane and environmentally sensitive use of the approved Ranch transportation methods. Some of these clinics may be conducted off of Dutch Joe Ranch property in the U.S. Forest, subject, of course, to compliance with U.S. Forest rules, and Arizona Game and Fish Department regulations and permit requirements.
The Dutch Joe Ranch is an Agricultural based Aquaculture facility that grows its fish with the intent to sell them. It is not intended as a recreation facility, and, consequently, all Participants Harvesting Fish must have a Ranch Fish Harvesting Permit in which "catch and release" is not allowed. In fact, all fish caught are to be charged to the person fishing, and there is no catch limit. Barbless hooks are not allowed.
Fees and locations for these classes will be posted on the Ranch website as soon as they are available.
Fish Harvesting Clinics – 2011 Season
The Ranch is currently organizing curriculum and teacher staff for the late 2011 season with the objective of posting this information during the 2011 season.
All Participants of the Dutch Joe Ranch must be actively engaged in Fish Harvesting and possess a current and valid Fish Harvesting Permit, and/or be actively engaged in other Exempt or Agricultural Activities.
The use of tenting, motorhomes, trailers or campers, including combination motorhome/horse trailers, and use of the Ranch Headquarters Housing for the purpose of the website will all collectively be called "Camping".
FREE "Camping" and FREE "Ranch Headquarters Housing" at the Dutch Joe Ranch ("Ranch") is "incidental" to the Ranch Aquaculture activities. The primary Ranch "Agricultural" Activities are: Beef Raising and Grazing, Horse Breeding and Grazing, Chicken Raising, Pasturing, Hydroponics, Farming, Silvaculture and work related to fire prevention purposes. There are no hotels, motels or any other type of housing accommodations near the Ranch. The closest is in the Payson or Winslow area, both are 40 to 45 miles distant. Consequently; when people come to the Ranch to harvest fish, or engage in any other Agriculture activities, then those Participants must be able to temporarily house themselves by Camping using either their own tenting equipment or their own or rented self-contained motorhomes, trailers or campers or their own or rented motor home/horse trailer combination units -- all collectively called "Camping", or the Ranch Participants may at the option of the Ranch's owner use some of the Ranch Headquarters Housing, collectively called "Ranch Housing" or "Housing".
Fish harvesting, in many cases, may be conducted on a day basis, or it may extend over an extended period starting at daylight through late evening or even night fishing, subject of course, to current Ranch Rules. It is important that fishermen have the ability to camp or house themselves in reasonable proximity to the fishing area, as traveling and distance may render the fishing efficiencies and fish catch capabilities to be severely limited or impractical, thus negatively impacting the ability of the Ranch to successfully sell its Agricultural product. Camping, fishing cabins or fishing lodges near a stream or lake, while fishing, is a time honored necessity for successful fishing throughout the world.
To facilitate the Camping and the Ranch Housing, the Ranch must provide for or contribute to other important and required "incidental" components, such as, but not limited to, power, water, sewer and trash collection. The marketing of the Ranch Aquaculture product of Fish thru an aggressive Fish Marketing Program is an important part of the Ranch's income. FREE Camping or FREE use of the Ranch Housing is only allowed when the Campers and users of the Ranch Housing are actively engaged or employed in one or more of the Ranch Exempt or Agricultural Activities including Fish Harvesting. The Ranch's Camping and Ranch Housing are not open to the General Public, except for those purchasing Fish Harvesting Permits and being actively engaged in Fish Harvesting.
Picnicking, Camping or use of Ranch Housing is FREE while Harvesting Fish at the Dutch Joe Ranch.
The Ranch is currently in the process of building and expanding its Fish Harvesting, Camping and other Agricultural infrastructure. The initial 618 acre Dutch Joe Ranch property is an area one-mile by one-mile. Its sister ranches, which are in some respects part of the Dutch Joe Ranch, are: the nearby 40 acre Hart Canyon Ranch, the 320 acre Mogollon Mountain Ranch and the 120 acre Babbit Winter Ranch. The Dutch Joe Ranch and the Babbitt Winter Ranch are the "base property" for the 43,000 acre Wallace Grazing Permit from the U.S. Forest Service that is located next to, and substantially surrounding, the four ranch properties. Camping and Ranch Housing is, at this moment, limited to just the Dutch Joe Ranch property. Please see map no. 6 in "Area and Ranch Maps" menu button.
The Dutch Joe Ranch is not just another cramped group of houses or motorhomes or cramped together trailers lined up side-by-side with limited private space. The Dutch Joe Ranch concept of Camping, while conducting Fish Harvesting or other Agricultural activities at the Dutch Joe Ranch, is to create Camping sites that are large enough to park the largest self-contained motorhome or trailer, together with room for ample parking of several automobiles, plus provide ample space for picnic tables, fire pit's, BBQ's and space for several tents. A key component of the concept is a large space allocation to provide breathing room and substantial open space between Campers. Preservation of the trees and the natural environment, drainage and fire exposure considerations will be a major design objective. All sites anticipate "self-contained" Camping equipment. The Ranch is currently being designed to provide for several types of Camping or Housing methods including Ranch areas dedicated and designed for the following:
Day Parking and Picnicking while day-Fish Harvesting or participation in other Ranch Agricultural activities.

DAY PARKING AND PICNICKING:
Ranch Participants may park their vehicles FREE in a Ranch approved parking location, and use available Ranch Picnicking areas FREE while Harvesting Fish or engaging in one or more Ranch Agricultural or other Exempt activity at the Ranch.
Use of Picnic areas requires that a Participant be engaged in Fish Harvesting or other Exempted Activity. Picnic areas are on a first-come first-served basis. Therefore, advance reservations are encouraged.
OVERNIGHT AND EXTENDED CAMPING:
The developing Ranch designs envision camp sites that are located for maximum individual privacy, somewhat isolated from other sites. Some areas may be designed for multiple use sites arranged around a central fire pit and/or Ramada for group, or family congregation.
The Ranch requires that all motorhomes, trailers, campers and Temporary Housing Trailers be self-contained and provide for their own power supply and have their own water tanks and sewer storage. During the Ranch start-up period Campers and users of the Housing units are required to have their own picnic tables, tent(s), BBQ's and any camping or shade covers. The Ranch is in the process of developing a portable delivery system and pick-up for potable water and a Ranch sewer pumper to collect sewer waste from each motorhome, trailer or Portable Cabin unit sewage tank as well as collecting sewer waste from any Ranch provided portable toilet or waste water collection bladders. These services are planned to be provided on a fee charge basis. Wood for fire pit burning will be available for purchase. The Ranch is now designing a limited amount of Camping and areas that will be somewhat exclusive, with extra large space allocation and controlled access.
A location for individual or group tenting is currently being developed. Each tenter or group of tenters will be required to provide their own power, water, wood and portable toilet facilities. Portable toilets, potable water and fire wood will be alternatively available on a fee basis.
The Ranch is designing Camping spaces for the type of space required for horse trailers used by people wishing to bring their horses to the Ranch. Camping spaces designed for horses will be located in an area separate from non-horse Camping locations. These horse and horse trailer spaces will be designated with a space to install portable horse corrals. Horses may also be held in horse stalls in the Ranch barn. Portable stalls and stalls in the barn will be charged for on a fee basis. Horses are to be used exclusively for transportation while Harvesting Fish or when engaged in Exempted or other Agricultural activities, and shall not be intended for recreation use only.
RANCH HEADQUARTERS HOUSING:
The owner of the Ranch has three private 4-Bedroom and three 3-Bedroom Housing available for Participants use as guests of the owner while those guests are engaged in Fish Harvesting or other Exempt or Agricultural activities. These houses are fully furnished with solar electric power, propane and wood fireplaces, and extra large porches. The use of the Ranch Headquarters Housing is "FREE" while those guests are Harvesting Fish or engaged in other Exempt or Agricultural activities. However the owner may restrict usage for guests as he may determine from time-to-time. See menu bar for "Pricing and How to Purchase", "Fish Harvesting as a Gift". TEMPORARY HOUSING TRAILERS:
The Ranch may have available a group of new, or late model, Temporary Housing Trailers that can be parked in selected areas on the Ranch for Ranch Participants to use while Harvesting Fish or engaging in other Exempt or Agricultural activities. These units are self-contained with restrooms, showers, kitchen and dinette facilities, master bedroom and double bunk beds. These units may accommodate up to eight people.

The Ranch is a big place! There are many natural, but undeveloped places that can be currently used by self-contained Campers or tenters. These sites will be identified by the Ranch, and if found suitable by the Camper and also approved by the Ranch, then a temporary camp site number will be assigned for use by the Camper.
All Campers and Ranch Participants are advised that the Ranch does not provide emergency services, electrical power, gas, diesel, propane or food services, and all Campers are required to provide their own fuel, food, and medical and emergency services.
Horses are approved for use as transportation and "incidental" uses while Fish Harvesting or engaging in an Exempted or other Agricultural Activity on the Ranch, subject to the following general rules:
- To be used as an "incidental" activity associated with Fish Harvesting or engaging in an Exempted Activity.
- Reservations for each horse must be made prior to bringing them to the Ranch
- All horses to have all certifications required by the State of Arizona or the U.S. Government.
- Horses must be gentle and not make a hazard or nuisance of themselves.
- Horse owners must be in control of their animals at all times.
- Racing or fast trotting is not to be done on Ranch property.
- Horses to be used only on trails or roads or paths marked for horse use on Ranch maps or as indicated with Ranch signage.
- Horses must be kept in a suitable stall or corral when not being used for transportation.
- Horse owners are responsible to clean up after their horse(s) to the Ranch's reasonable satisfaction.
- Horses are not allowed to roam free or graze without Ranch approval.
- Box stalls will be available in the future for rent at the Ranch barn.
- Hay and other tack and supplies are planned to be available for purchase.
- Horses and buggies or wagons are planned to be available for rent for use on the Ranch as transportation while fishing, or while engaging in other Exempted Activity.
- Corraling, box stalling or use of horses are limited to approved areas only at the Ranch.
Any Ranch Participant bringing a horse(s) to the Ranch must provide the Ranch with a Proof of Insurance Certificate (PIC) from an insurance company acceptable to the Ranch, and on a form satisfactory to the Ranch in a minimum amount of $1,000,000, naming the Ranch as "also" or "additional insured". Please scroll down to see the Certificate of Insurance form required by the Ranch.
The Ranch requires that each horse owner attest to the good health and good behavioral characteristics or tendencies of his horse or horses, including that the horses are current in their inoculations, and that the horses are not sick, nor in a state of contamination, and meet and comply with all health and any laws, rules or regulations of any governmental agency with authority. In addition, the horse owner must provide a statement of the horseman's experience being adequate and sufficient for the horseman's intended use on the Ranch, including a document stating that the horse owner accepts full responsibility for the owner's performance and the performance of the horse. This document provides for a full release of liability for the Ranch and other Ranch Participants. Please see attached "Statement of Equine Health" (SEH) and "Livestock Release of Liability" (LROL) which must be provided to the Ranch, prior to any horse entering the Ranch property.
Any horse(s) brought to the Ranch, without the Proof of Insurance Certificate (PIC) or without the Statement of Equine Health (SEH) or without the finalized Livestock Record of Liability (LROL) all in a complete form and acceptable by the Ranch, will be considered as "trespassing" on the Ranch.
Other Activities
On & Off Ranch Activities
The Dutch Joe Ranch ("Ranch") is zoned as an agricultural property in Coconino County, Arizona and is subject to certain rules and regulations of the county, the State of Arizona and of course, the U.S. Government. The Ranch operates within the Planning and Zoning and Building Code exemptions for the agricultural, mining, grazing forestry, and fire prevention exemptions as provided in the Arizona Statutes listed as follows (bold added for emphasis):
ARS 11-830: Restriction on regulation; exemptions; aggregate mining regulation; definitions
A. Nothing contained in any ordinance authorized by this chapter shall:
2. Prevent, restrict or otherwise regulate the use or occupation of land or improvements for railroad, mining, metallurgical, grazing or general agricultural purposes, if the tract concerned is five or more contiguous commercial acres. For the purposes of this paragraph, "mining" has the same meaning prescribed in section 27-301. (Italics and bold added.)ARS 11-865: Exemptions; exception
A. The provisions of this article shall not be construed to apply to:
1. Construction or operation incidental to construction and repair to irrigation and drainage ditches or appurtenances thereto, of regularly constituted districts or reclamation districts, or to farming, dairying, agriculture, viticulture, horticulture or stock or poultry raising, or clearing or other work upon land in rural areas for fire prevention purposes. (Italics and bold added.)
The Ranch operates an active cattle grazing program on the Dutch Joe Ranch itself and on its approximately 43,000 acre "Wallace Grazing Permit." The Ranch also raises and trains horses for use on the Ranch. The Ranch operates a mining operation in the form of a sand and gravel facility. The Ranch also is engaged in Silvaculture by growing and nurturing the trees on its Ranch properties for wood and timber. Silvaculture is considered as an agricultural activity. The Ranch is also active in fire prevention, as provided in the statute, and the Ranch is engaged in Aquaculture (aquaculture is an "agricultural" activity according to the U.S. dept. of Agriculture) in the form of raising large quantities of fish in its 6 lakes, and then marketing its fish thru sales of Fish Harvesting Permits under permit from the Arizona Department of Agriculture.
Section 11-865 provides language "operation incidental to…" The following Ranch activities are operated in a form that they are "primary to" or "incidental to" the agriculture, mining, silvaculture, forestry and aquaculture exemptions as specifically provided or directly implied in the statutes. Any general agricultural activity of any sort, including grazing, farming, silvaculture, viticulture, horticulture, stock or poultry raising or aquaculture, to name a few, have a time-tested and fundamental right throughout U.S. history to sell or market their agriculture product by whatever legal means available. Aquaculture is considered an agriculture activity by the U.S. Government and Arizona Department of Agriculture. Marketing an agricultural product, beef, chickens or fish, is clearly a useful and/or necessary operation "incidental" to an agricultural activity. Activities that may appear to be questionable, or appear to be not applicable to the exemptions in the statute, will be conducted independent, of and outside of, or "off" of the Dutch Joe Ranch. Any activities conducted outside of, and off of the Dutch Joe Ranch itself, but within the U.S. Forest, will be required to comply with the applicable regulations of the U.S. Forest Service. "Exempted Activities", or just "Exempted" as used in this website, will mean the exemptions as provided for in ARS 11-830 and ARS 11-865.
Pursuant to ARS 3-2901 through 3-2913 the Ranch, through its owner REB Properties, LLC has applied for and received its license for an Aquaculture Fee Fishing License from the Arizona Department of Agriculture, License no. AQ1461. All six lakes on the Dutch Joe Ranch were listed in the specifically approved application.
ACTIVITIES CONDUCTED "ON" THE RANCH
The following are some, but not necessarily all, of the current activities conducted "on" the Ranch that are obviously Agricultural or an "operation incidental to" agriculture, or are Ranch activities that are clearly exempted or implied in the law:
- Fish Harvesting
- Parking, camping and using housing specifically limited to Ranch Participants while engaged in Exempted Activity.
- Horse and buggy or wagon training for transportation for use between campsites and between lakes or other Ranch facilities while engaged in Exempted Activity.
- Use of battery powered carts for transportation between camp sites and fishing lakes (solar recharged) while engaged in Exempted Activit.y
- Bicycles used as transportation from camp sites and between lakes while engaged in Exempted Activity.
- Community gathering of individuals or groups that are at the time primarily involved in Exempted Activity.
- Training classes or clinics conducted in relationship to Fish Harvesting and other Exempted Activity and practicing skills related to those Exempted Activities.
- Training personnel and horses and using horses and buggies for use as transportation, and for other Ranch purposes, as an essential contribution or function while engaged in Exempted Activities incidental to cattle or horse raising or grazing.
- Pasturing and grazing horses and cattle and providing corrals and pens.
- Training Ranch personnel and participating in Ranch animal husbandry and teaching and practicing Ranch skills.
- Parking and camping while engaging in activities in conjunction or "incidental" to silvaculture.
- Parking or camping in conjunction or "incidental" to activities in fire prevention activities
- Creating fire breaks, forest thinning remediation and manning and maintenance of fire fighting equipment
- Participating with the Ranch and U.S Forest Service as volunteer wildfire fighters which will involve training and certifications.
- Activities in relation or "incidental" to growing gardens, crops, hydroponics, chickens and processing and preservation and storage of food components and crops.
The Ranch in its "Security and Ranch Rules" section specifically prohibit automobiles and allows only certain types of vehicles to travel on the Ranch roads, trails and paths of certain listed Ranch main entry, exit, parking and camping entry roads, and the Ranch limits certain types and quantities of vehicles to control and limit danger exposure, dust, noise, congestion, pollution and environmental damage. It is obvious that, due to the Ranch's size and distance between lakes and Agricultural activities, and to insure that sales of the Agricultural products are not limited or restricted due to lack of transportation for Ranch visitors, that some types of transportation for Ranch Participants must be available. In section "Ranch Transportation" certain types of transportation is approved for use on the Ranch, with certain exceptions as may be listed in section "Security and Ranch Rules". The Ranch also recognizes that a program to train and practice skills for Ranch employees and Ranch Participants, in the safe and competent use of the various approved transportation methods, is necessary to insure the safety of the Ranch employees and Ranch Participants.
ACTIVITIES CONDUCTED "OFF" THE RANCH:
Coconino County may potentially attempt to narrow their view or interpretation of what may be considered as "operation incidental to" the Agriculture, Mining, Silvaculture, clearing for fire prevention, etc. So as to not be in potential conflict with Coconino County's potential negative interpretation, while reserving its option to disagree and/or to modify its position at any time, the Ranch will take a very conservative position on the following activities by simply conducting those activities not on Ranch owned property within Coconino County, but conducting those activities "off" the Ranch on adjacent U.S. Forest property or outside of Coconino County. These operations will be operated independently of and separate from the Ranch. Some activities, but not necessarily all, of which are listed below:
- Roundup of cattle and horses on Ranch grazing permit areas
- Fence riding and fence repair
- Cattle and horse field inspection and surveys
- Grazing permit inspection and repair of water sources
- Trail rides – overnight and longer trips
- Trail rides to visit other ranches or remote areas of interest
- Stagecoach trips
- Covered wagon trips to other areas of interest
- Hay ride events
- BBQ events
- Music events
- Bicycle rides
- ATV safety training and forest rides
- Geology survey trips
- Target shooting and gun safety training
- Physical self-defense training
- Bow and arrow shooting
- Paintball activities
- Hunting surveys and game animal surveys
- Indigenous animal viewing trips
- Bird watching trips
- Participation in game animal habitat restoration
- Historical events area tours
- Forest restoration
- Photographic trips
- Forest trails building and repair
- Winter snow events of snowmobiles, cross-country skiing, sledding or toboggan or horse drawn snow sledding

It may be possible to rent an abandoned U.S. Forest facility located just 3 ½ miles North of the Ranch to house some of these events, and some events may be on other private property outside of Coconino County.
The Ranch may provide tents, shade covers, portable tables, portable toilets and portable cooking equipment, plus tractor, truck or horse drawn wagons to facilitate these events in the U.S. Forest, and then remove this equipment and clean up the forest site at the end of the event.
All of the events listed above may be done independent of the Dutch Joe Ranch, but may be done while Participants are also engaging at the same time in Exempt Activities on the Ranch.
All activities on the U.S. Forest properties will be done in compliance with U.S. Forest rules and applicable permits.
BOATING:
Boating, including kayaking, canoeing, paddle boat, row boats, pontoon boats and etc… may be allowed from time-to-time on selected lakes, but only with advance written approval of the Ranch.
The primary purpose of the use of any boating must be for Fish Harvesting activity or activity "incidental" thereto.
The Ranch is concerned with safety, and the possibility of non-Ranch boats bringing in disease or parasites that could harm the fish.
Anyone possessing a Dutch Joe Ranch Fish Harvesting Permit may make application to use a Ranch boat or to bring their personal boat. Consideration will always be made as to how a boat or boats may impact other Participants, and is the boat(s) being used "incidental" to an exempted Agricultural or aquaculture operation.
All boating must be done in a safe manner and in full compliance with the Ranch Rules and Regulations and/or any government agency with authority.
Coast Guard approved life vests must be worn by all occupants at all times.
Ranch Rules and Regulations developed by the Ranch will be posted on the Ranch bulletin board. Those Rules and Regulations with the most recent date will be controlling, and supersede any previous published or posted Rules and Regulations.
SWIMMING AND SNORKELING:
Swimming and snorkeling may be allowed from time-to-time in selected lakes, but only with advance Ranch approval in writing. Swimming and / or snorkeling to be approved must be done in a fashion to be "incidental" to Fish Harvesting, such as to be done for lake maintenance (such as removal of invasive aquatic plants) or repair or to evaluate and inventory fish or lake conditions, or as a safety or training program associated with boating used during Fish Harvesting activities, or associated with any safety training in conjunction with American Red Cross safety training programs as it relates to boat safety.All lakes are to be considered as "No Swimming" zones unless exempted by written or posted permission of the Ranch.
IT SHALL BE UNDERSTOOD THAT LIFEGUARDS WILL NOT BE ON DUTY, AND OTHER SWIMMING SAFETY EQUIPMENT WILL NOT BE AVAILABLE. EMERGENCY PERSONNEL OR EMERGENCY EQUIPMENT WILL NOT BE AVAILABLE.
The Dutch Joe Ranch ("Ranch") is an operating cattle raising grazing, and horse breeding/grazing operation. The one square mile Dutch Joe Ranch and the Babbitt Winter Ranch are the "Base Property" for the 43,000 acre U.S. Forest Service's Wallace Grazing Permit. Due to it's high altitude (7,300 ft.), the Ranch grazes cattle and horses on the Wallace Permit from June 1st to October 15TH. Cattle and horses may graze for longer periods on the DJR Base Property, subject to grass grazing conditions and weather events. When grazing is not being done the horses and cattle, in some cases, are held in pens or stalls either inside or outside of the very large 75,000 square foot, fully insulated and enclosed Ranch barn.
The Ranch is in the business of raising and growing cattle for brood stock purposes, and growing grass-fed cattle for sale to feedlots for further growth and fattening – or, alternatively, selling grass-fed, organic grown cattle to private individuals or Ranch Participants for custom butchering for their private uses. The Ranch Wallace Grazing Permit is approximately 43,000 acres of fully timbered, mountainous terrain. During roundups or inspections the cattle and horses are difficult to find and difficult to move from 10,000 acre pasture to 10,000 acre pasture, thus requiring sufficient experience and training to safely and effectively accomplish the necessary tasks.
The use of horses to manage and service its Base Property, sister ranches, and its 43,000 acre grazing permit, will require quite a few horses and cowboy type personnel. The horse transportation requirement for the Ranch Fish Harvesting operation will also require quite a few well trained horses, and replacement horses, plus training and experienced personnel to support this activity.
The personnel (cowboys) necessary to train, manage and work the horses and run the cattle and horse operation will be substantial. To mitigate this cost it is anticipated that the Ranch will allow, on a fee-paid basis, Ranch participants to participate in horse operations and cattle management operations. Wherever their may be any perception of conflict with Coconino County with the Ranch Base Property, those activities may be conducted at some other non-Coconino County site or on the adjacent National Forest, and will be subject to applicable rules and regulations and any permit requirements of the U.S. Forest Service and/or any other governmental agency.
A schedule of activities and pricing for the summer and fall of 2011 is under development.
Note: It is the intent of the Ranch that a meaningful minimum dollar amount for each off-site activity will be collected from Ranch and non-ranch Participants on a voluntary participatory basis as a contribution to a 501c3 type fund designed to be gifted to the U.S. Forest Service, the Arizona Game and Fish Department or a non-profit entity engaged in forestry or game animal issues to further forest conservation, forest restoration or for establishment and repair of game animal habitat. At the end of any accounting period each contributor may cast a vote that is in a direct relationship to their contribution as a percentage or ratio of the total contributions to direct the disbursement of the funds.
